What I’d like to know, is whether City of Oakland will apply for Weatherization and Energy Efficiency grants from Obama’s Recovery Act (stimulus bill) through the State. If so, these should go toward insulating buildings in the city and painting roofs white in order to reduce summer cooling and (to a lesser extent) winter heating bills by 20-30%.
